COVID-19 Property Tax Penalty and Interest Relief Program

The City is offering a Property Tax Penalty and Interest Relief Program for St Catharines residential property owners who have been financially affected as a result of the COVID-19 pandemic. The program will extend the second interim property tax and final property tax deadlines of June 30 and July 31 and October 30 to November 30, 2020.

Please use this form to request a waiver of interest and late payment penalties on overdue property taxes from July 1, 2020, to November 30, 2020.

Instructions

  1. This application must be completed by the owner(s) of the property.
  2. Applications must be completed in full to be considered.
  3. Applications must be received in our office on or before August 31, 2020, to be considered.
  4. If you are registered for pre-authorized payment (monthly or due date) and want to take advantage of the deferral program and delay payment of your final property tax bill, your pre-authorized debit plan will be cancelled once your application form has been approved. Should you wish to reinstate your plan for next year, you will be required to submit a new application form by November 30, 2020.

Please note: Applicants are encouraged to make any possible payments towards your tax accounts. Late payment penalties and interest charges will only be waived where payment in full for all property taxes owing for the year has been received by November 30, 2020. Where any portion of property taxes remain unpaid after November 30, 2020 (excluding any supplementary or omitted taxes that may have been levied for the year and which are not yet due), any late payment penalty or interest charges incurred will remain due and payable on the account.

In order to qualify for this relief program a property owner must meet the following criteria:

Please provide documents with your application that demonstrate extreme financial hardship related to the COVID-19 pandemic. Types of acceptable documentation include:

  1. Documents that establish disruption of employment beginning in March 2020 or later: Record of Employment form, Notice of lay-off, Notice of termination, etc.
  2. Evidence of application/acceptance to receive benefits under federal/provincial COVID-19-related relief programs, e.g., Canada Emergency Response Benefit (CERB); Emergency Leave, or similar programs.
  3. Documents that establish severely reduced household income for the period beginning March 1, 2020, in relation to a similar period in the immediately preceding year (pay or income statements, T4 forms, letter from employer).
  4. Any other document, form or evidence that establishes severe demonstrable financial impacts, as determined in the sole discretion of the Treasurer.
